Europe felt a moment of respite on Monday, as the tension sparked by the introduction of a new 28-point plan for ending the war appeared – briefly – to have been stabilised. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are conducted: optimistic declarations are released from multiple capitals. Significant resources is allocated on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a ability enabled by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Moments later, Kyiv's air-defence systems engaged: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, presumably provided by Western nations. Every firing shakes the surroundings, shaking the windows. The moment of terror quickly becomes resigned acknowledgment: possibly the incoming missile won't cause damage this time, sparing the city from ruin and another blackout.
Continuous Dangers
Following this, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a defensive team – almost certainly allied-provided weaponry. Regrettably, the bullets missed the enemy aircraft – it maintained course toward its target.
Periodically, this persisted until dawn. Kyiv awoke to the morning news: seven people killed, destruction and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's vital need on international aid – a reliance that European nations are evidently unprepared to replace in the immediate future.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new initiative from Washington unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually win the battle. This pattern will, certainly, persist.
Political Considerations
It is tempting to accuse specific actors of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is impossible to pressure the Kremlin to relinquish the territory that it already controls in Ukraine's southern or eastern regions.
The problem is that while acknowledging this situation, US leadership does little to deter Moscow, through statements or actions, from thinking that the situation will not change more in its favour in the coming year.
Opposing Positions
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a complete military breakdown until conditions improve in its advantage.
Current Realities
Realistically, there are no actual prerequisites for a truce. Now, subjective factors are entering the equation: personal goals to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their task will now be much harder after latest incidents, it remains quite doubtful that this will change their overall approach.
These opposing factors are influencing discussions.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the latest plan. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of diplomats, and finally, latest revelations, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
